PAR Implementation Procedure

The PAR is the documentation system employed by the Rural Development Project to capture time and effort incurred in support of the grants and other activities for persons working on U.S. Department of Labor funded projects. The overall requirements for time and effort distribution and reporting needed to comply with the U.S. Department of Labor's regulations can be found at FIN 004 Effort Reporting.

The following will detail the specific steps used to create accounts in the PAR for personnel working on DOL projects administered by the Rural Development Project.

RDP PAR Application

  1. The Project Director or Island Director will identify the personnel that will be working on the RDP project and charging this time to the project. This will include persons that work only a portion of their time on the project(s) and those that are dedicated 100% to a particular project.
  2. The Project Director or Island Director will identify the grants that fund the particular project(s) that personnel will be working on. If the person identified will be incurring administrative support time this should be noted also. See the Matrix of Program and Administrative Costs included in the Policy & Procedures, FIN 003 Administrative Costs.
  3. This information, gathered in steps 1&2, will be transmitted to Bryan Hieda, the RDP Statewide IT Coordinator. Bryan's group will setup accounts in the RDP PAR System. The accounts should be in place within one week from the date of request.
  4. Accessing the online PAR system can be done through the RDP Website, www.hawaiirdp.org and clicking "Timesheet Entry" or going directly to http://hr.hawaiirdp.org/. A user name and password will be established for each person. Entering the user name and password will bring up the actual time recording document.
  5. It is the responsibility of the person working on the grant project to accurately record the hours worked on a daily basis. RDP recommends that time be recorded at least twice daily, at lunch and just before leaving for the day. This reduces the reliance on notes and other indirect records that may be less than accurate in completing time records well after the effort is made.
  6. The format of the Timesheet permits the person using it to customize the Grant/Project Charge column data. By clicking on the item listed in the Grant/Project Charge column the information presented can be adjusted to show unique project or grant information. RDP requires that the last three digits of the grant number always proceed whatever information is customized. For example the notation "829-Maui RDP, Solar, LEAD"; identifies the grant as EA-14829-05-60 and shows that it supports the Maui operations, the Solar Technicians Training project and the Leadership, Effectiveness and Development project.
  7. Please contact Dan Regan, the Maui Island Director if you encounter problems in using the PAR system. He has been charged with monitoring compliance and identifying needs to improve the PAR system accuracy.
